Spencer Salisbury was born on October 17, 1887, in Kansas City, Missouri. In 1916 he joined Company F, Third regiment of Missouri National Guard, and was commissioned as First Lieutenant upon his return from the Mexican border. In 1918, he became Captain of Battery E, 129th Field Artillery, 35th Division, and became acquainted with Harry Truman during the World War I. He remained in the reserves and rose to rank of Lt.
